Shelley served for thirteen years as the chief procurement officer and risk manager for a large public entity and continues her work in this space as a federal procurement subject matter expert for DRS.

Deb Gallagher, DRS' Public Entity Practice Leader has over 25 years of experience managing complex property claims and FEMA grant management.  She has first-hand experience leading teams and executing strategies that have supported billions of insured and uninsured losses for commercial and public entities.  Deb strategizes with her clients, offering a consistent and collaborative approach to each of her clients who face similar challenges with the new FEMA Program Delivery Model.
