As the Director of Procurement Specialty for DRS, Shelley focuses on public entity risk management assessment, and procurement and contracting strategies in the facilitation of complex disaster recovery projects and the optimization of funding related to federal grants. Shelley served for thirteen years as the chief procurement officer and risk manager for a large public entity and continues her work in this space as a federal procurement subject matter expert for DRS.

Director of Integrated Grants

Rob is the Director of Integrated Grants for DRS where he focuses on the strategic use of grant programs for the rebuilding of resilient communities before and after adverse events. Rob's expertise in developing needs assessments, working through eligibility criteria across multiple funding sources, and overall grants management helps clients optimize recovery funding.

Brad Boullion

Director of Program and Project Management

 Brad's primary focus as the Director of Program and Project Management is the client.  He believes that a successful program manager must truly understand what the client expects out of its bond projects.  That includes the administration, the board,  the end user, and the community. As a prior public school administrator he understands the pressure for public entity administrators to perform on the projects that the community has agreed to fund.

As a Managing Consultant for DRS, Spencer brings a wealth of experience in navigating the complexities of FEMA's Public Assistance (PA) Program.  His perspective from having led teams at the state level in PA grant monitoring and compliance informs the strategic expertise he offers to public entities to optimize physical and financial recovery.

Deb Gallagher, DRS' Public Entity Practice Leader has over 25 years of experience managing complex property claims and FEMA grant management.  She has first-hand experience leading teams and executing strategies that have supported billions of insured and uninsured losses for commercial and public entities.  Deb strategizes with her clients, offering a consistent and collaborative approach to each of her clients who face similar challenges with the new FEMA Program Delivery Model.

Jason is the Commercial Insurance Claims Practice Leader for DRS where he specializes in supervising and guiding professionals to provide a turnkey recovery solution for Claims Consulting, Disaster Restoration and Rebuild, and Debris Removal after a loss event.

Erin Walsh

As a Commercial Insurance Senior Consultant for DRS, Erin analyzes client financial statements and prepares disaster loss estimates, as well as coordinates with the financials, risk management, and insurance adjusting teams to capture the full extent of a loss.
